Title IV‑E provides federal matching funds—known as Federal Financial Participation (FFP)—for costs associated with training staff, foster/pre‑adoptive parents, and others who support Title IV‑E eligible children.

Title IV‑E funds can be used to reimburse software systems, such as the FosterTRAIN Foster Care Training Management Software, under administrative or CCWIS system costs if the software is a part of a Child Welfare Information System (CWIS) or CCWIS, and if the agency has an approved cost allocation plan that clearly allocates what portion of those costs benefit Title IV‑E.
